Introduction

1.1 General

Sustainable development has been a major international concern, especially since the Earth

Summit held in Rio de Janeiro, Brazil, 1992. As one of its main achievements, Agenda 21

addressed the pressing problems of the day and also aimed at preparing the world for the

challenges of the future. It reflected a global consensus and political commitment at the

highest level on development and environmental cooperation (UN,1992).
